1. Run `Install SearXNG.exe`
2. Near `Service Username`, click on the `Manage Users (Computer Management)` icon.
3. The `Microsoft Management Console (MMC)` opens but does not show the Manage Users Snap-in.

Part of the issue might be Windows 11 Home not having `secpol.msc`. I'm attempting to install it via the Terminal/PowerShell:
DISM /Online /Add-Capability /CapabilityName:Rsat.GroupPolicy.Management.Tools~~~~0.0.1.0
